Morocco Cracks Down: New Speed Limits for Mopeds as Road Deaths Soar

The National Road Safety Agency (NARSA) will now control the maximum speed of mopeds using a measuring device called a "speedometer". Offenders face fines of 5,000 to 30,000 DH and prison sentences in case of repeat offenses.
If the maximum speed displayed on the device is less than or equal to 50 km/h + 7 km/h, the moped is in compliance. However, if the displayed speed is greater than or equal to 58 km/h, it is considered non-compliant and is subject to fines of 5,000 to 30,000 dirhams and, in case of repeat offenses, to prison sentences ranging from three months to one year, in accordance with the provisions of Law No. 52.05 on the Highway Code, as amended and supplemented. The owner may have his vehicle confiscated.
The measure was introduced to reduce road accidents involving mopeds. According to NARSA data, moped users account for more than 40% of road accident fatalities. This new control procedure aims to regulate field control operations, specify the measures to be applied by the agents responsible for the findings, and define the legal procedures to be followed in case of non-compliance.
