Morocco Legalizes Cannabis for Medical and Industrial Use, Establishes Regulatory Agency

Activities related to the cultivation, production, manufacture, transport and marketing of cannabis can now be carried out legally in Morocco. The Official Bulletin of July 22, 2021 has just made public law 13.21 relating to the legalization of its legal use for medical and industrial purposes.
These activities, although official, are nevertheless subject to authorizations exclusively issued by a specialized Agency. This will be responsible for coordinating between all government sectors, public institutions and national and international partners, to establish an agricultural and industrial chain of cannabis, while strengthening control mechanisms.
The legalization of cannabis for therapeutic and industrial purposes will, among other things, attract more foreign investors, improve farmers’ incomes, and protect them from international drug trafficking networks. Farmers can now join agricultural cooperatives, with the mandatory collection of crops by manufacturing and exporting companies, and adopt sanctions against all those who violate the provisions of this law.
It was the House of Representatives that approved this text in May last year by a majority of 119 votes in favor against 48 votes from deputies of the Party of Justice and Development (PJD).
