Morocco Launches Direct Housing Assistance Program with Notary Support

Notaries will accompany and support citizens throughout Morocco throughout the process of granting direct housing assistance (2024-2028). A convention has been signed in this regard.
Good news for Moroccans. Fatima Ezzahra El Mansouri, Minister of Housing and Hicham Sabiry, President of the National Council of the Order of Notaries of Morocco, signed, on Wednesday, December 20, 2023 in Rabat, a partnership agreement as part of the final preparations preceding the implementation of the Direct Housing Assistance program, scheduled for January 1, 2024. In a press release, the ministry indicates that this convention aims to ensure the accompaniment and support of citizens by notaries, throughout the kingdom, throughout the process of granting direct housing assistance (2024-2028).
It will also allow the application of an overall notary fee not exceeding 2,500 DH including tax, instead of around 6,000 DH including tax. The ministry will specify that this amount includes the notary’s fees, as well as the file fees including the entire process, from the establishment of the sales agreement to the obtaining of the certificate of ownership, excluding state fees, and this, in favor of citizens wishing to acquire a property whose selling price is less than or equal to 300,000 dirhams including tax.
"This partnership with the notaries is a new significant step taken today as part of the implementation of the new direct housing assistance scheme, launched by His Majesty the King. It will strengthen the support of the demand of the targeted social classes to access decent housing and for better social inclusion," said Fatima Ezzahra El Mansouri on this occasion. She also recalled the main lines of the new direct housing assistance program aimed at improving the living environment of citizens, both in urban and rural areas, wishing to acquire a main residence.
"This new system will contribute to strengthening the purchasing power of buyers, thanks to the implementation of direct assistance to the social classes and the middle class in the amount of 100,000 DH for the purchase of a property at a price less than or equal to 300,000 D
