Morocco to Introduce Bill on Diesel Price Indexing for Transport Sector

In Morocco, a bill on indexing fluctuations in the price of diesel on the rate of services will have to be drawn up and introduced in Parliament. In this regard, a meeting is scheduled this week between the Minister of Transport and the professionals.

The Minister of Transport and the professionals will have to discuss this week all aspects of indexing changes in the price of diesel upwards as well as downwards. This meeting should result in a bill, says L’Économiste. To carry out this project, it is planned that a technical committee will be set up between the supervisory authority and the profession. It will be a question of discussing the provisions to be integrated into the bill, the modalities of their implementation and the structure that will be in charge of it. This bill will be modeled on the bill dating back four years from the parliamentary group of the General Confederation of Moroccan Enterprises (CGEM).

"Indexing diesel variations will have no budgetary impact and should rather generate tax revenues for the Treasury. In addition, the system will help regulate the sector and rebalance the power relations between shippers and carriers. Moreover, whatever the bill, it can always be improved as improvements become necessary, like the law on payment terms," explains a leader of the Transport and Logistics Federation. The bill once drafted, adopted, promulgated and entered into force will have an impact on the purchasing power of consumers. This means that diesel fluctuations will be passed on to them.
