Morocco's Human Rights Council Unveils 2021 Report, Urges Rights-Based Development

The National Council for Human Rights (CNDH) unveiled its 2021 report on the human rights situation in Morocco on Friday. The document contains several recommendations.

These recommendations cover different sectors and relate to the respect of international human rights conventions in the Kingdom as well as its interaction with the legal and institutional framework and, finally, public policies, programs and practices.

More specifically, the CNDH recommends to the authorities, among other things, to adopt a human rights-based approach in the implementation of the New Development Model (NMD), taking into account the sustainable development goals and the principles of participation, accountability, non-discrimination, empowerment and legitimacy.

In the health sector, the council advocates the adoption of a national health strategy based on a human rights-based approach and the central role of the state in protecting the right to health, in particular in terms of increasing the budget allocated to the sector, as well as the number of practicing staff, in order to improve their working conditions, rehabilitate infrastructure and generalize health centers throughout the national territory.

The Council also recommended the improvement of the quality of public education and the promotion of equal opportunities between the sexes and between rural and urban areas. In this regard, it called for the continued efforts to officialize the Amazigh language in schools, universities, courts and within public administrations.

Several suggestions have been made, taking into account social protection, freedom of expression, hate speech, election observation, cooperation relations at the national and international levels and the monitoring of the implementation of the recommendations of the Equity and Reconciliation Commission (IER).
