Morocco Faces Controversy Over 90,000 'Ghost' Civil Servants Still on Payroll

The delegate minister to the head of government in charge of the Digital Transition and Public Administration Reform, Ghita Mezzour, did not wish to open an investigation into the scandal of ghost civil servants, estimated at more than 90,000 in the public administration and local authorities.
