Morocco Extends Check Amnesty Program Amid Ongoing Health Emergency

Scheduled to end on March 31, the amnesty on bounced checks has been postponed. A decree voted on Thursday, March 25, 2021 in the Council of Government has just extended it until the end of the state of health emergency.
The decision has been made, but no date has been specified. During this period, in the case of a first injunction for a payment incident, the tax penalty is now 0.5% of the value of the check(s), instead of 5% normally. As for the second injunction, the tax penalty is reduced to 1% against 10%. For the third injunction and more, it drops to 1.5%, instead of the normal 20%.
However, payment incidents by checks remain a major problem in Morocco. Thus, according to Bank Al-Maghrib (BAM) statistics, for 2019, they climbed by 2.2%, from 460,288 to 470,515 incidents, or 13.8 billion dirhams. And regularization operations are not keeping up: 111,375 checks cleared for an amount of 1.7 billion dirhams. 689,045 operators are prohibited from issuing checks, of which 87.2% are individuals.
