Morocco Expands Social Coverage to Include Tourist Guides and Bailiffs

Tourist guides and bailiffs will now have access to social coverage. This is the result of the Council of Government held last Thursday.
At the end of the Council of Government, three major decrees emerge. The first one relates to the compulsory basic health insurance scheme. It now includes non-salaried travel agency managers, tourist guides, managers and operators of tourist establishments in addition to the list of classes and sub-classes of the categories mentioned in the annex to Decree 2.18.622.
Regarding the second decree, it is about the implementation of the health and retirement coverage schemes for the categories of judicial officers. The role of intermediary between the National Social Security Fund and the auxiliary justice officers will be ensured by the National Order of Bailiffs in order to provide the essential information for the registration of this category with the fund.
As for the third decree, it concerns tourist guides who will now be entitled to social coverage. Thus, the registration of the category of tourist guides with the CNSS has been established by this decree. Regarding the provision of information to the CNSS, the Ministry of Tourism, Handicrafts, Transport and the Social Economy is designated as the liaison body.
It should be noted that the flat-rate income of judicial officers will be calculated at 1.9 times the value resulting from the multiplication of the minimum wage for non-agricultural activities and at 1.5 times for tourist guides. The same applies to the monthly payment of contributions to the CNSS from the first day of each month due. This decision is valid for one year (July 2020 to July 2021) with the resumption of consultations in April 2021.
