Morocco Expands Health Coverage: Mandatory Insurance to Replace RAMED Scheme

The Minister of Finance announced on Tuesday, August 11, the abolition of the Medical Assistance Scheme (RAMED) in favor of the generalization of Mandatory Health Insurance (AMO) to all Moroccans. This decision was made by King Mohammed VI in his throne speech.

In his speech to the House of Representatives, devoted to the examination of the draft decree establishing a Special Allocation Account (CAS), entitled "Strategic Investment Fund", the kingdom’s finance minister quickly responded to the king’s call during his throne speech. According to the government, it will take two years (2021-2022) to cover the entire territory.

According to the Minister of Finance, the AMO only covered a third of the population before the king’s call. Thanks to this reform, all Moroccans should now have the same AMO care basket, regardless of their contribution level to the scheme (zero contribution for the most precarious categories, currently subject to the RAMED regime).

With the generalization of the AMO, the "gap" to be borne by the State between the coverage of the four components of social security is estimated between 10 to 15 billion dirhams each year. Among these components are the AMO, family allowances, retirement, and unemployment benefits, and the budget allocated to social programs (Tayssir, Daam, etc.).

As for the first phase dedicated to the generalization of the AMO, an assessment of the financial impact is underway in order to program it in the 2021 finance bill.
