Morocco Eases Customs Rules for Returning Expats in 2022 Marhaba Operation

In order to ensure the success of the Marhaba operation which will start in a few days, the Moroccan customs administration has adopted exceptional measures to facilitate access to its services for Moroccans residing abroad (MREs).

In this context, the Customs and Indirect Taxes Administration (ADII) announced in a circular that it has mobilized all the necessary human and logistical resources for quality reception services, in accordance with the standards and regulations in force.

Among other measures, the administration cited the automatic extension until December 31, 2022 of the validity periods of Temporary Admission (AT) accounts for vehicles, expiring during the years 2020, 2021 and 2022. The persons concerned are invited to contact the customs office of their choice to return the old AT card and obtain the new one.

Furthermore, the ADII now authorizes the transfer of motor vehicles imported under AT, between non-residents living in different countries if the beneficiary of the transfer (assignee) is himself the owner of the vehicle. It also announced the abolition of the authorization to drive a vehicle placed under the AT regime abroad, by the spouse or, by a descendant or an ascendant of the holder of the AT card.

These measures also concern the relaxation of the application file for the tax advantage provided for the release for consumption of passenger cars imported by MREs aged 60 and over and justifying a stay abroad of at least 10 years, by accepting, in lieu of a registration certificate in the name of the beneficiary, any document justifying the transfer of ownership of the vehicle in the name of the latter.

In conclusion, customs recalled that the new measures of the 2021 Finance Act have introduced the obligation to declare upon entry or exit of the taxable territory of commercial effects, means of payment and financial instruments, the amount of which is equal to or greater than 100,000 dirhams.
