Morocco’s Doctors Protest New Law Allowing Foreign Practitioners to Work Freely

The foreign doctor will now be able to practice his profession in Morocco under the same conditions applied to his Moroccan counterparts. But this reform of the health system validated by parliament is not to the liking of Moroccan practitioners who have seized El Othmani.
In a letter quoted by the daily Al Ahdath Al Maghribia, these professionals ask the head of government to intervene for a review of this new law, which they say paves the way for unfair competition in the sector. "This law opens the door to foreign doctors without real guarantees of their scientific competence. This constitutes a danger to the health of citizens," they point out.
The order points to the lifting of the obstacles imposed by law 131.13, on the practice of foreign doctors in Morocco. These include the equivalence of the diploma and registration with the National Order of Physicians, in addition to the control of the national medical authority.
Furthermore, in this correspondence, Moroccan practitioners welcome the use of foreign expertise to make up for the deficit in certain specialties, but this, they specify, should intervene in the preservation of the health of citizens.
For its part, the autonomous union of public sector doctors has attributed to the government the responsibility for the failure of the health system, reproaching it in particular for not involving professionals in the development of laws.
