Morocco Declares State of Emergency, Restricts Freedoms to Combat COVID-19 Spread

The draft law number 2.20.293, allowing the establishment of a state of emergency throughout the national territory in the face of the Coronavirus, has just been adopted by the Government Council.
The government press release specifies that the draft law, which is part of the emergency preventive measures taken by the Moroccan authorities to curb the Covid-19 epidemic, provides that the state of health emergency allowing the restriction of public freedoms, will come into force on March 20 at 6 p.m. and will end on April 20, 2020 at the same time.
The article confers on the public authorities the right to take the necessary measures likely to ensure compliance with the state of confinement throughout the country and to restrict the movements of citizens except in case of absolute necessity.
These provisions will also concern gatherings and meetings as well as the closure of commercial stores and other establishments open to the public.
