Morocco Cracks Down on Bureaucratic Hurdles for Diaspora Investors

Following a multiplication of complaints reporting administrative and judicial obstacles, the Ministry of Interior has instructed walis and governors of several prefectures and provinces to resolve files related to investment projects initiated by MREs.
The Ministry of Interior intends to monitor and accompany the Moroccan diaspora with the competent administrative and judicial authorities. It is working to settle disputes between MRE investors and local authorities within their jurisdiction. It urges territorial officials to take urgent measures.
The Administrative and Civil Courts of Appeal in Rabat, Casablanca, and Settat had issued final decisions regarding building permits, regularization of urban planning violations, or the demolition of buildings erected by third parties on land belonging to the private domain, reports Hespress. But it was found that these decisions have not been executed for several years, due to persistent procedural difficulties and the renewal of elected municipal councils.
Following instructions from provincial authorities, commune presidents must thoroughly examine pending files in public urban planning services related to projects of Moroccans living abroad. Urban planning services within local authorities, in coordination with representations of urban agencies and regional agencies under the National Agency for Land Conservation, Cadastre and Cartography (ANCFCC), must follow direct directives from the Ministry of Interior as well as the Ministry of National Territorial Planning, Urban Planning, Housing and City Policy, with a view to setting up dedicated counters for this category of citizens.
This initiative will allow these citizens to regularize their administrative procedures in the coming months, particularly in terms of urban planning and construction.
