Morocco Considers Unemployment Benefits Fund as Lawmakers Propose New Bill

The Popular Movement (MP) has presented to parliament a bill for the creation of a fund dedicated to unemployment compensation.
Inspired by the system of compensation for job loss put in place by the government during the Covid-19 health crisis, the MP parliamentarians have presented a bill to call for the creation of a system of compensation for job loss, reports the daily Al Ahdath Al Maghribia.
The implementation of this system involves the creation of a sustainable fund dedicated to the compensation of people who are looking for a job or those who have lost their job for at least three months. The beneficiaries will be selected on the basis of the targeting system for the beneficiaries of social support programs through the Unified Social Registry (RSU) and the National Population Register (RNP).
Persons meeting these conditions will be entitled to a special allowance for a period of one year renewable once. Jobseekers must prove that they do not receive any income, social assistance or other unemployment benefits. Holders of higher degrees must prove that they have been looking for a job for more than a month after obtaining their degrees.
Craftsmen and self-employed persons can also benefit from this system if they provide proof that they have been out of work for at least one year and do not benefit from any social protection scheme. According to the bill, the unemployment compensation fund will be managed by the State and led by a board of directors. It will be financed from the State budget, parafiscal revenues and other dedicated revenues.
