Morocco Considers Shifting Housing Incentives from Developers to Homebuyers

The government of Aziz Akhannouch is seriously considering the possibility of encouraging future homeowners, by replacing tax exemptions in favor of real estate developers, with direct financial assistance to families.
The aim for the government is to provide direct assistance to families wishing to acquire housing. Because according to the draft finance law (PLF 2023) in preparation, it is not obvious to assess all the consequences of tax incentives on economic and social plans.
This is why the government is considering that instead of tax exemptions for owners, there should be a measure that directly affects families. The subject had been raised in October 2021 by the Minister in charge of the budget Fouzi Lekjaa, during a session of responses to questions from deputies about the PLF 2022.
At the time, he had announced that the government was working to put in place new measures to promote social housing and relieve both buyers and developers.
