Morocco’s Civil Service Pay Gap Widens Despite Average Salary Increase

In Morocco, 8.54% of civil servants of the State receive only between 3,000 and 4,000 dirhams per month. This is far from the 8,147 dirhams set as the average monthly net salary in the civil service, an increase of nearly 25% between 2010 and 2020.
The average monthly net salary in the civil service in general has increased from 6,550 dirhams to 8,147 dirhams, an increase of 24.38% between 2010 and 2020. This year, the civil service recorded a total of 568,149 civil servants. Of this total, 8.54% have a monthly salary between 3,000 and 4,000 dirhams, reports Aujourd’hui le Maroc.
Among the departments receiving the highest average salary are Justice and Health, with 12,201 dirhams and 9,524 dirhams respectively. Following are the National Education and Higher Education, with 9,203 dirhams, followed by the Department of Economy and Finance, 8,220 dirhams and the Ministry of the Interior, 6,637 dirhams, details the same source, noting that, of the total civil servants of the State, civil servants under 35 years of age represent 25.5%, those between 35 and 50 years old make up 40.7% and employees over 50 years old occupy a margin of 33.8%.
Thanks to certain measures put in place by the government, as part of the social dialogue, the minimum wage in the civil service has increased from 1,885 dirhams to 3,258 dirhams between 2010 and 2020, le 360 reported.
Regarding the salaries of personnel classified in scales <=6, they represent 12.96% of the total wage bill paid by the Directorate of Personnel Expenditure (DDP), under the Treasury General. For civil servants classified in scales 7 to 9, 19.29% goes to them, while the State’s executives and senior executives have 67.5% for themselves.
