Morocco: Cigarette prices to rise in 2026
Moroccan smokers will have to pay more for their packs starting January 1, 2026, but this price increase marks the end of a four-year tax cycle. The government is counting on this final increase in "popular" cigarettes to correct market distortions and secure nearly 18 billion dirhams in revenue.
This tariff revision, which should fluctuate between one and two dirhams per pack depending on the references, primarily targets high-volume products. It is the final stage of the gradual tax program ratified between the authorities and the manufacturers, a framework agreement defined by the 2022 Finance Act and valid until 2026.
The ministerial commission in charge of the file also plans to update the list of authorized manufactured tobaccos, removing those that do not comply with the current legislation.
Correcting price anomalies between premium and standard products
The challenge for the Ministry of Economy and Finance is to remedy the stagnation of the yield of the Domestic Consumption Tax (TIC). Operators have long chosen to absorb tax increases to protect their market share, a mechanism that has ultimately created paradoxical situations where some imported premium cigarettes are cheaper than local popular brands.
By increasing the tax burden, the government hopes to restore price consistency and guarantee stable budget resources, aiming for 17.717 billion dirhams in tobacco-related revenue for the coming year.
