Morocco’s Car Rental Industry Clashes with Transport Authorities Over New Regulations

In Morocco, the regional directorates of transport and logistics, which require the validation of the new specifications as a condition for car rental agencies to continue their activity, are in the sights of the Federation of Associations of Car Rental Agencies.

The Federation has stated that it has received "recurring complaints" from professionals complaining of unjustified administrative pressures, stating that it is closely following this file and that it will not fail to defend the rights and interests of agencies operating within the legal framework and in accordance with the previously adopted specifications.

The Federation "will use all possible legal and institutional channels, and will go as far as necessary to ensure fairness towards professionals and defend their professional stability," adds the same source, also calling on agencies to stand firm on their rights and not to submit to any procedure lacking a legal basis.

In the event of administrative obstacles or refusals, the Federation has recommended that agencies request an official written response from the administration concerned, document the refusal through a bailiff, and then contact the regional or national representatives of the Federation to ensure the legal follow-up of the file, continues the same source, calling on professionals to respect the legal procedures.

A climate of discontent prevails among the directors of Transport and Logistics in several regions of the Kingdom. At the origin of this anger are "official instructions" received via the WhatsApp application, concerning the withdrawal of certain provisions of the specifications of car rental companies without a driver, which came into force in 2024.

The Ministry of Transport and Logistics has succumbed to the pressure of the "rental company lobby," which represents the interests of the large companies in the sector, and has issued official instructions via WhatsApp stating that car rental agencies existing before the entry into force of the new specifications will be exempted from the obligation to increase the share capital provided for in Article 13 of the said specifications, the same sources revealed.

This is enough to put the heads of the transport directorates in several provinces in difficulty. A few days ago, many of them had published official announcements requiring professionals to comply with the provisions of the new specifications. This provides in its Article 13 for the need to increase the share capital to 500,000 dirhams.
