Morocco Boosts Anti-Fraud Measures in 2023 Budget, Enhances Export Support

The 2023 Finance Bill (PLF) provides for new customs measures to combat fraud.

Several actions will be launched next year, including the implementation of various tariff and non-tariff measures to encourage local production and the industrialization of products with a competitive substitution potential. The "Easy Export" project for self-entrepreneurs and cooperatives will also be revitalized in 2023 with the establishment of a single export window in the postal network, according to Les Inspirations Éco.

The measure concerns informal sector players as part of the Fnideq Economic Activity Zone (ZAEF) project and aims to revitalize the general bonded warehouse (EPB) regime to improve storage and distribution platforms. This will be supplemented by the integration of the remaining 12 documents into the Portnet single window and the digitization of procedures related to requests for intervention and repair within the Industrial Acceleration Zones (ZAI).

Several actions are also planned for 2023 in the fight against fraud, including "the autonomization of the processing of requests for authentication of certificates of origin and the strengthening of the use of new remote control technologies," the same source indicates. Other planned measures include the activation of intelligent control mechanisms based on Blockchain technology, the use of predictive analysis and Machine learning in customs risk management, and the implementation of the Advanced Passenger Information - Passenger Name Record (API-PNR) project for passenger targeting, in collaboration with the General Directorate of National Security (DGSN).

To combat smuggling, the customs administration has strengthened controls and the activities of its networks, through a reorganization of customs brigades in sensitive areas and the generation of the National Ex-Post Control Program, from the BADR system.
