Moroccans killed by the Algerian army: a complaint against Algeria?

Abdelkrim Qissi, also known as Abdel Qissi, is in mourning. He lost one of his relatives in the massacre perpetrated on Tuesday by the Algerian coast guards near Saïda, and calls on the Moroccan authorities to bring the case before international bodies.
Bilal Qissi, the cousin of actor Abdelkrim, is one of the two Franco-Moroccans coldly shot down on Tuesday by Algerian coast guards, after getting lost at sea aboard their jet skis along with two other vacationers. On Wednesday, his body was recovered on the Moroccan coast and then transferred to the morgue in Berkane. The funeral took place the same day in Bni Drar. In a post on Facebook, the actor denounced a murder motivated by "the hatred that inhabits the Algerian leaders towards the Moroccans", which is no longer "to be demonstrated and this for a long time, since the creation of this country in 1962".
"They killed my cousin Bilal Kissi, his only fault was to have crossed the Algerian territorial waters [...] He lived in France and like many young people from Morocco he returned to his country. The Algerian forces found nothing better than to rush at these innocent young people and open fire without warning or moderation (we found at least five bullets in his body)," recounts the one who is known for having played with Jean-Claude Van Damme in several action films, also revealing that "several members of my family have been killed by the Algerian border police."
The misfortune of his family is that his village is located very close to the border with Algeria. "My family has paid and is still paying a heavy price due to this hatred," laments the former Belgian-Moroccan boxer. His wish, he said, is that the Moroccan authorities bring this case before international bodies. The Moroccan justice system has already announced the opening of an investigation.
