Housing will become more difficult to finance for many Moroccan students in France. Since July 1st, non-EU foreign students can no longer benefit from personalized housing assistance unless they are scholarship recipients based on social criteria.

The measure, included in the 2026 finance law and promulgated on June 28, affects nearly 100,000 young people, according to figures from the French Ministry of Housing cited by Jeune Afrique. For the most vulnerable students, the loss can represent nearly 200 euros per month.

African students are directly affected. In 2024, 167,061 students from Africa were enrolled in courses in France, including 89,603 from sub-Saharan Africa. Among the most represented countries are Morocco, Algeria, Côte d’Ivoire and Senegal.

For non-scholarship Moroccan students, the elimination of housing assistance can weaken already tight budgets. Many depend on family support, a part-time job, or occasional aid to pay rent, tuition fees, transportation and daily expenses.

An aid eliminated for non-scholarship recipients

Until now, housing assistance allowed many foreign students to reduce their accommodation costs, particularly in university residences or in the private sector. Its elimination changes the financial balance for thousands of young people who came to study in France.

Student unions and housing rights advocacy groups denounce the measure as discriminatory. Unef, Fage and Gisti believe that the students concerned are very often modest young people, especially since non-EU students are, in most cases, excluded from French scholarships due to their nationality.

The measure also comes in a broader context of tightening conditions for foreign students. From the 2026 school year, extra-European students will also face an increase in tuition fees, which risks further increasing financial pressure.

However, uncertainty remains for students who work. The decree published in the Official Journal provides that students engaged in professional activity, or committed to an apprenticeship or professionalization contract, may remain eligible for assistance. But associations fear variable application depending on cases, due to lack of clearly defined criteria.

For Moroccan students in France, the issue is concrete. Those who do not have a scholarship and cannot compensate for the loss of housing assistance will have to find new resources, reduce their expenses or increase their working hours, at the risk of undermining their studies.
