Moroccan Media Watchdog Exonerates 2M Channel in Bab Darna Real Estate Scandal

The High Authority for Audiovisual Communication (HACA) has finally made its decision on a complaint it had received against 2M. The channel was accused of having broadcast in 2017 and 2018, during the month of Ramadan, the advertising spot for the fictitious projects of the real estate group Bab Darna.
The decision of the Superior Council of Audiovisual Communication (CSCA), dated January 3, 2020, is unambiguous. The institution designated the justice system as the "only competent authority for the reparation of the damages caused by this conflict involving the Bab Darna group", reports Le360.
According to the CSCA, 2M cannot take on any responsibility. Indeed, it insists, even if the broadcast of the spot in question would have contributed to attracting the public’s attention in order to benefit from the announced offers, the responsibility of the Soread 2M company is limited to the upstream control of the compliance of the advertising message with the legal provisions in force, in particular with regard to respect for human dignity, protection of the young public and the fight against discourses inciting hatred and violence, in addition to the data which the operator, in good faith, would be able to verify the veracity within the framework of its contractual relationship with the advertisers.
In short, 2M is off the hook and can continue to broadcast its programs without being bothered. It should be noted that the Superior Council of Audiovisual Communication dismissed the complaint, while taking care to notify the decision to the author of the request to the HACA, according to the same source.
