Moroccan Expats and Locals Protest Delayed Harhoura Housing Project

In Harhoura, the delayed delivery of apartments in a real estate project is causing anger among dozens of families, including MREs. They organized a protest sit-in in front of the construction site.

About 400 apartments spread over several phases, mainly intended for middle-class families. This real estate project located in Harhoura, in the Temara region, and launched in 2021, is stalling. The delivery of the project initially scheduled for September 2024 according to the real estate developer’s commitment is far from being a reality due to the slowdown in the pace of work. While the first phase of the project was completed at the beginning of this year, delivery has still not taken place, due to contradictory statements about the project’s completion status, particularly regarding connection to water and electricity networks, as well as exterior landscaping and access roads to the residential complex, reports Al Akhbar.

This delivery delay is causing frustration for more than 60 families who have paid significant sums for over three years. During a protest sit-in in front of the construction site, demonstrators holding signs demand "respect for commitments" and "justice for victims". They also deplore the lack of communication and transparency from the real estate developer, as well as the multiple modifications to the plans and project features without their consultation or information. In order to obtain satisfaction, they say they have sent several letters to local authorities, including the prefecture of Skhirat-Temara and the communal council. Without response.

Faced with this situation, some of them intend to take legal action. Others are calling on the competent authorities to open an impartial investigation into this case, which involves contracts and payments, duly documented. They also ask the Ministry of Spatial Planning, Housing and Urban Policy to strengthen the control of private real estate projects, in order to limit the phenomenon of delivery delays.
