Moroccan Expatriates Disabilities Customs Exemption Vehicle Import
Moroccan expatriates living abroad with disabilities can benefit from a customs advantage to import a modified vehicle or electric wheelchair to Morocco. The Moroccan customs guide provides an exemption from import duties, but this measure remains subject to several conditions.
Vehicles and electric motor wheelchairs specially adapted for the needs of people with disabilities can benefit from an exemption from import duties. This facility concerns expatriates with physical disabilities, provided that this is certified by a medical certificate issued by an authorized physician.

For modified vehicles, customs imposes several conditions. The beneficiary must in particular hold a valid driving license for category B. This license must mention the modifications that the vehicle must have.
Technical conditions for the vehicle
The vehicle in question must also comply with certain technical limits. The guide specifies that the engine displacement must not exceed 2,000 cm³ for petrol cars and 2,400 cm³ for diesel cars.
The car must also be equipped with certain devices, including ABS, airbag, tubeless tires and a speed limiter. The objective is to precisely regulate the vehicles that can benefit from this exemption.
A complete file to submit
To obtain this advantage, several documents are required. The expatriate must in particular submit an application endorsed by the department responsible for people with disabilities, a medical certificate mentioning the restrictions and specific modifications of the vehicle, as well as a copy of the homologation certificate issued by NARSA.
The file must also include two copies of the identification certificate issued by NARSA, a copy of the driving license, a copy of the electronic national identity card or residence permit for foreigners residing in Morocco, the temporary admission card and the original purchase invoice when the car is three months old or less.
A vehicle reserved for the beneficiary
The guide adds an important restriction: vehicles admitted under this scheme must be used exclusively by the beneficiaries. They cannot be transferred, even free of charge, without prior authorization from the Customs Administration.
For electric wheelchairs, the exemption from import duties is also possible, but it is subject to the presentation of a medical certificate specifying the type of disability.
