Moroccan Administrative Court Cases Surge 49% in Five Years, Official Reports

The president of the administrative court of appeal in Rabat indicated on Friday that the rate of access to administrative justice has increased by 49.4% between 2014 and 2019. According to Mohammed Skalli Houssaini, around 10,016 cases were handled in 2019, compared to 8,998 in 2018.

These figures were given on the occasion of the opening of the 2020 judicial year. In his speech, he notified that in addition to the number of appeals that has increased, 2019 was also marked by an increase in the number of cases definitively judged, estimated at 10,129, equivalent to the total number of cases submitted, i.e. an increase of 15.85% compared to 2018 and 68.56% compared to 2014.

The president also estimated that the year 2019, with its various indicators followed at the level of the Administrative Court of Appeal of Rabat, was marked by qualitative judicial trends that clearly highlighted the role of the Court in establishing the foundations of administrative jurisprudence, as one of the main sources of law. From there, the assessment of the 2017-2019 strategic plan constituted, according to him, the core of the implementation of a new plan that will extend until 2022, the main axes of which revolve around a participatory approach with a forward-looking vision aimed at consolidating the values of justice and equity.

For his part, the Royal Commissioner of Law and Law at the Administrative Court of Appeal in Rabat, Abdellah El Andaloussi, reported a 76.46% increase in the total execution rate of the cases submitted.

The 2019 judicial year is the last stage of the strategic plan developed for the period 2017-2019, which includes the levels of digitization and modernization, the level related to openness to the various components of justice and the dissemination of legal and judicial information, the strengthening of the professional capacities of the workers in the court district, and the level related to the increase in judicial efficiency.
