Interior Ministry Cracks Down: No More Partial Permits for Unfinished Buildings

Henceforth, occupancy permits or certificates of compliance will only be issued after the complete completion of constructions. This is the decision of the Ministry of the Interior. The measure aims to fight against irregularities and preserve urban aesthetics.
The Ministry of the Interior has instructed the governors of prefectures and provinces to stop issuing partial occupancy permits and certificates of compliance. Henceforth, these authorizations will only be issued after the complete completion of the work, in accordance with the approved plans.
The presidents of the municipalities are responsible for ensuring the strict application of these directives, which aim to prevent any illegal modification of the approved plans. Thus, architects will only have to issue the certificates of completion of work after ensuring the total compliance of the construction with the documents validated by the authorities.
Several reports had warned about the proliferation of unfinished or abandoned buildings in urban and suburban areas, as well as the issuance of partial occupancy permits, encouraging illegal modifications and damaging urban aesthetics.
The Ministry of the Interior reminds the urban planning services of the obligation to comply with Decree No. 2.13.424 relating to the general construction regulations.
