France-Morocco Economic Ties Face Hurdles Amid Shifting Global Landscape

Despite its potential, the development of cooperation between Morocco and France faces several challenges. If these are not met, there will be barriers to investment.
The new partnership between Morocco and France "is unfolding in a geopolitical context that is undergoing profound changes, marked by new economic, social and environmental requirements," notes the Moroccan Center for Economic Situation (CMC) in a thorough analysis, stressing the need to consolidate the achievements of this bilateral partnership in various fields, while exploring the opportunities offered by the ongoing geopolitical transformations. But the potential for the development of cooperation between the two countries is facing several major obstacles, including barriers to investment.
Certainly, Morocco has made notable progress in improving its business climate, particularly thanks to the new Investment Charter and certain provisions of the 2024 and 2025 Finance Laws, but structural challenges such as bureaucracy, corruption, regional disparities and the lack of appropriate skills must be addressed, notes Les Inspirations Éco. Otherwise, the development of the private sector and its significant potential will be limited. Hence the need to implement reforms and prioritize regular dialogue between public and private actors.
The CMC also addressed the issue of the growth forecast for the year 2025 and anticipates a favorable rebound in the growth rate. "This recovery will be largely supported by the expected recovery of the primary sector after several years of drought that have significantly affected agricultural performance," notes the publication, adding that it "will also rely on optimistic prospects for the other components of the productive system, which should benefit from strengthened demand, both internally and externally."
