France Health Insurance Fraud: Millions Tracked to Morocco

Nine people, including taxi drivers, doctors and physiotherapists, were arrested by the Central Office for Combating Illegal Work (OCLTI). For more than a year, the network diverted between four and nine million euros. The scheme relied on the complicity of healthcare professionals who issued false prescriptions for real patients, enabling drivers to bill the state for entirely fictitious journeys.

At the heart of this scheme, the alleged main organizer, a 43-year-old man, was arrested and jailed. Although more than 800 000 euros have already been seized in France, the investigation is now taking on a decisive transnational dimension. Judicial authorities are focusing their efforts on financial flows sent abroad, with the priority objective of recovering the significant criminal assets that the fraudsters attempted to secure in Morocco, as well as in Senegal.

Faced with this colossal loss, the sector is preparing to tighten its procedures drastically. To eradicate such abuses, a geolocation system for medical transport services will become mandatory from 1 January 2027, thereby guaranteeing the reality of every journey submitted for reimbursement.
