Foreign Retirees Morocco Aid France Financial Support

It is little-known aid, but it may concern certain Moroccan retirees who have worked or lived for a long time in France. Family and Social Life Aid, called AVFS, allows foreign retirees with limited resources to reside temporarily or permanently in their country of origin, particularly in Morocco.

This aid aims to compensate for the loss of certain French benefits that are no longer paid when the person no longer resides in France. This is notably the case with the Solidarity Allowance for Elderly Persons, Aspa, which is subject to a condition of residence on French territory.

However, AVFS is not open to all foreign retirees. To benefit from it, you must be of foreign nationality, be at least 65 years old, or 62 in certain special cases, have applied for all retirement pensions you are entitled to, have limited resources and live alone in a migrant workers’ hostel or social housing at the time of application.

The residence condition is also important. For people from a country outside the European Economic Area, such as Morocco, you must notably prove regular residence in France for at least fifteen years and be in regular status, with a residence permit or renewal receipt.

The amount of this aid depends on the applicant’s resources. Its maximum amount is 726.36 euros per month, or just over 8,700 euros per year. However, it cannot be combined with other benefits such as RSA, Aspa, AAH or APL.

The application must be made using a specific form and sent to the MSA of Picardy, which manages this scheme for all of France. An annual declaration of resources remains mandatory. In the absence of a declaration, the aid may be suspended.

For some isolated Moroccan retirees, this allowance can therefore offer a solution to get closer to their family in Morocco without completely losing French financial support. However, it should not be presented as general aid for return: it concerns only elderly, modest former migrants living alone and meeting specific administrative conditions.
