The Solidarity Allowance for the Elderly (Aspa) to guarantee a minimum pension amount, for many French citizens and nationals from Algeria, Andorra, Benin, Cape Verde, Congo (DRC), Gabon, Israel, Madagascar, Mali, Morocco, Monaco, Senegal, Togo, Turkey or Tunisia, who may fear that their pension is insufficient to live on. This aid is also reserved for
foreigners who have continuously held a residence permit authorizing work for at least ten years, former combatants, refugees, stateless persons or beneficiaries of subsidiary protection.

Obtaining the Solidarity Allowance for the Elderly (Aspa) is subject to several conditions. First and foremost, one must be 65 years old. Exceptionally, former combatants, deportees, internees, prisoners of war, as well as disabled or handicapped persons at least 50% can receive it from age 62, or even 60 for the oldest. The beneficiary must reside "regularly" and "stably" in France, whether of French or foreign nationality. They must either have a "permanent home" in France, meaning their usual residence, or stay in France for nine months during the year preceding the first payment of Aspa.
What about income conditions? Only the poorest retirees whose income is below 1,034.28 euros per month (for a single person), and 1,605.73 euros (for a couple) can benefit from Aspa. "Otherwise, the amount of income over the last twelve months will also be examined," says TF1, adding "if they are below the ceiling, the aid can be paid."
