Fez to Expand Video Surveillance System in $10 Million Project

The Fès Al Jiha development company, an entity under the Wilaya of the Fès-Meknès region, has initiated a project to expand and develop the existing video surveillance system in the city of Fez. The total estimated cost of this operation is 98 million dirhams.

To carry out this project, an open tender, structured in conditional lots, has been launched. The results of this consultation will be made public on May 8 at the headquarters of the development company located in the prefecture of Fez. The total cost is divided between a firm lot of just over 45 million dirhams and three conditional lots amounting to 43.62 million dirhams, 4.5 million dirhams and 4.5 million dirhams respectively.

The stated objectives for this project are to strengthen the effectiveness of monitoring neighborhoods and main roads in Fez, contribute to the reduction of crime, facilitate criminal investigations and improve the sense of security among residents.

According to the specifications, the system will be based on an advanced video management solution (VMS) with a redundant central server architecture (1+1 technology) to ensure service continuity. The system must allow the storage of 30 days of high quality (4 megapixel) video recordings, with a capacity that can reach 16 terabytes.

The specifications also indicate that the system will use an open architecture, capable of integrating advanced analysis technologies such as deep learning and facial recognition. Facial recognition images will be stored for 30 days (at a rate of 1 megabyte per image). The platform must be able to manage up to 5,000 encoders, 100,000 cameras and several dozen dedicated servers for intelligent analysis, recording and broadcasting.

Several intelligent analysis features are planned: identification of moving objects (people, vehicles), simultaneous capture of up to 120 faces with the possibility of comparison to a database of 150,000 faces, perimeter protection, people counting, queue management, metadata analysis and generation of heat maps for flow and movement pattern analysis.
