Experts: Morocco Unlikely to Use Military Force Against Spanish Enclaves

Morocco will not engage in armed conflict with Spain to try to seize Ceuta and Melilla. This is at least the opinion of some Spanish military and diplomatic experts.
In the current global context marked by the Russian-Ukrainian conflict, a military aggression by Morocco is not conceivable, as it would endanger the international community, analyzed retired Admiral Juan Rodriguez Garat, during the presentation of the report "The role of Ceuta and Melilla in the global agenda", carried out by the think tank Europa Ciudadana. However, the senior officer denounced "the hybrid war" led by Morocco, citing as an example "the use of immigration" as a means of pressure on the Spanish government.
For his part, Lieutenant General of the Army Reserve Francisco Gan Pampols points out that, for the moment, Morocco is evolving in a "gray area" with Spain, recalling the "low-intensity" battle that took place on the islet of Perejil (Laila) in July 2002. We must not give in to this kind of battle which are "obvious attempts at blackmail," also warns Javier Rupérez, diplomat and former Spanish ambassador to the United States and NATO.
