Complaints Surge as Moroccan Expats Return Home for Summer Operation

The Hassan II Foundation, the main organizer of the Marhaba 2022 operation, has already received 900 complaints from Moroccans residing abroad (MREs). A figure up from previous editions.

During a press conference held on Friday at the Foundation’s headquarters in Rabat, Zakaria El Omari, a legal expert on MREs, provided some key figures on the Marhaba 2022 operation, including the number of complaints from MREs staying in Morocco.

These complaints concern "grievances and requests related to the administration or requests related to the follow-up of cases submitted to justice or a consultation concerning procedures to be followed or requests aimed at obtaining legal advice," he specified.

To justify the increase in complaints recorded during the still ongoing edition, the expert cited several reasons. "Perhaps the MREs have confidence in the foundation as a public institution created by the late Hassan II to help the MREs to guarantee their rights and the fundamental relationship that binds them to their country. Perhaps also this increase is the result of their arrival after the Covid period which did not allow them to come to Morocco," he stressed.

Regarding the treatment of these grievances, the official explained that the foundation has played the role of "mediator", specifying that "it has no authority to make decisions. So it sends correspondence to the parties concerned to request a possible settlement. Often the foundation’s intervention is fruitful and leads to a settlement of problems so that the MREs obtain their rights guaranteed by law."
