China Secures Extradition of Fugitive Finance Director from Morocco on Embezzlement Charges

Sunday 19 November 2023, by Sylvanus

A fugitive subject to an Interpol red notice was arrested in Morocco and then extradited to China. This extradition demonstrates Beijing’s determination to apprehend suspects abroad involved in economic crimes in various forms.

Luo is the surname of the suspect, the Ministry of Public Security informs. He is accused of embezzling millions of yuan from a company where he worked as a finance director before fleeing to Morocco, reports Xinhua. In February 2020, the Chinese police filed the case for investigation. An Interpol red notice was thus issued against him in July 2022. In April, the Moroccan police arrested the fugitive. The justice system approved Luo’s extradition at the end of October, which was effective on Saturday.

According to the Ministry of Public Security, this is the first case since the entry into force of the extradition treaty between China and Morocco in 2021. "The successful extradition of Luo is important to strengthen law enforcement and judicial cooperation between China and Morocco," said an official from the ministry, who also pledges to continue efforts to strengthen international cooperation and apprehend criminal suspects abroad.

This extradition is also the result of the efforts made by China for years to apprehend economic fugitives who have fled abroad. After the "Fox Hunt" operation in 2014, the Chinese police launched the "Fox Hunt 2022" operation. In total, more than 700 suspects abroad, involved in economic crimes in various forms, have been arrested.
