Ceuta Mayor Proposes Visa Restrictions for Moroccan Visitors, Ending Decades-Long Border Policy

The mayor of Ceuta, Juan Vivas, plans to impose visas on all Moroccans starting next year. Until now, the residents of Tétouan and its region could travel there without any formalities.
Thus, the city of Ceuta will only be open to visa and work permit holders, the mayor said, noting that the presence of domestic workers whose contract has expired is no longer justified either.
When questioned about the "mule women," the mayor stated that "the era of porters is over," also announcing the end of smuggling. A trade that, however, brought the Spanish city more than 700 million euros each year.
Regarding the reopening of the borders, Juan Vivas indicated that the officials of the two countries will have to pronounce on the issue during the 12th high-level ministerial meeting scheduled for next February. This summit between Morocco and Spain was originally scheduled to take place this month.
