Casablanca Postpones Tramway Expansion Tenders to Boost Local Company Participation

In order to allow Moroccan companies to upgrade and fully participate in the two main tenders for the new T3 and T4 tramway lines in Casablanca, the Public Procurement Commission has decided to postpone these tenders.
The first tender is for the construction of the rail platforms, for an amount of around 1.5 billion dirhams, divided into three lots, while the second concerns the supply of rolling stock for which 4 foreign companies had submitted bids, reports Medias24.
According to the Public Procurement Commission, the conditions of competition are insufficient, hence this cancellation with a view to involving the Moroccan company, so that it can upgrade and comply with quality standards and safety standards.
According to the same media, which cites a well-informed source, the decision to cancel the tenders and call on Moroccan companies was taken in consultation with the overall governance of the project. However, it is clear that certain specific lots will remain open to international competition, the same source specifies. The technical clauses of the two tenders have therefore been modified, in order to promote competition that can meet the demand of Casa Transport.
With this decision, the local authorities and the government intend to satisfy the local industrialists who have often reproached them for allocating a "significant share of the added value generated by public investments to foreign companies".
