Casablanca’s $7 Million Coastal Promenade Project Rejected Amid Quality Concerns

The decision of the Casablanca municipal council to refuse the reception of the Aïn Sebaâ promenade project has provoked strong reactions. Citing defects, this blockage on a major project is causing outrage and shows recurring management difficulties, leaving residents in uncertainty.
The project, with a budget of 70 million dirhams, promised a major redevelopment of the city’s eastern coastline. However, the work was deemed non-compliant with the specifications. This case is not isolated: the Aïn Sebaâ zoo, supervised by the same company Casa Aménagement, also remains closed despite promises and an ultimatum from the city hall, which, according to experts, "raises many questions about the pace of work and the effectiveness of monitoring mechanisms."
Faced with these dysfunctions, civil society actors point to a lack of upstream control. For Mohamed Amari, from the National Instance for the Protection of Public Property and Transparency in Morocco, such projects "require the implementation of an effective, competent and rigorous control system, ensuring the detection of any deviation or irregularity" from the start, in order to take corrective measures in time.
Civil society is now calling for technical investigations and greater clarity from those responsible. This demand for transparency on the use of public funds is the main claim. As Mr. Amari concludes, it "is not a luxury, but a democratic duty and a popular requirement."
