Belgium Mandates Digital Health Form for All Returning Travelers Starting August 1

Belgium does not want to take any risks in the case of post-coronavirus preventive measures. As of August 1st, any traveler returning from abroad will have to fill out a digital form.
This new health provision, brought to the attention of the population and tourists this week by the Minister of Health, Maggie De Block, was confirmed on Thursday by Prime Minister Sophie Wilmès at the end of the National Security Council. This form will apply to everyone, regardless of the means of transportation used, recalls 7sur7.be. For Maggie De Block’s department, Belgian tourists returning from abroad will have to fill out this "Passenger Locator Form" 48 hours before their return.
As for the travel advice of the Foreign Affairs, no changes have been recorded. However, certain areas of Spain, Portugal and the United Kingdom are still classified as "red". According to the Ministry of Foreign Affairs, travel is "not possible" or "not authorized" in Portugal in the regions of Amadora and Odivelas and in certain areas near Sintra (Queluz-Belas, Massamá-Monte Abraão, Agualva-Mira Sintra, Algueirão-Mem Martins, Rio de Mouro and Cacém-São Marcos), Loures (Camarate, Unhos, Apelação, Sacavém-Pior Velho) and Lisbon (Santa-Clara).
Regarding the regions of Spain, these are the districts ("Comarcas") of Segrià, in the province of Lérida (in Catalonia) and La Mariña, in the province of Lugo (Galicia). As for the United Kingdom, only the city of Leicester is concerned, despite a partial easing of the lockdown decided last week by the British government.
In addition, any eventual return will involve a quarantine period and mandatory screening, according to the Ministry of Foreign Affairs. These two measures are required for tourists from "orange" zones or countries, namely Bulgaria, Croatia, Luxembourg, Romania, Sweden, Upper Austria, Moravia-Silesia in the Czech Republic, Silesia in Poland, Aragon and Catalonia in Spain, the Algarve in Portugal and several regions of Great Britain (Midlands, North East and Yorkshire, North West and Northern Ireland).
