Algeria Tightens Entry Rules for Foreign Artists, Impacting Moroccan Performers

Algeria has, through a decree signed by Prime Minister Aïmene Benabderrahmane, tightened the entry of foreign artists, particularly Moroccans, into its territory.
The entry of foreign artists into Algeria is now subject to conditions, which are set out in a decree signed by Prime Minister Aïmene Benabderrahmane, reports TSA. Article 4 of this text specifies that foreign artists are invited to Algeria to present shows as part of international cultural and artistic cooperation and exchange, participate in cultural and artistic festivals and festivities, duly organized and present shows in a commercial framework.
"Subject to the principle of reciprocity, the invitation of foreign artists is subject to the prior approval of the minister in charge of Culture," specifies Article 6 of the decree, stressing that the "application for approval must be submitted at least three months before the date of the show, using the form attached to this decree, accompanied by the draft contract to be concluded with the foreign artist as well as his biography."
Invitations addressed to "foreign artists invited by foreign cultural centers to organize festivities within their premises; invited by Algerian right producers to participate in film co-productions; and to foreign artists invited by foreign producers, for the purpose of filming in Algeria" are not subject to this decree.
The foreign artist invited is now required (Article 7) "not to have positions that are prejudicial to the history of Algeria or its reputation or its national symbols and constants or contradictory to its interests; not to be known for his membership or support or sympathy for extremist organizations; not to present works contrary to public order and public morality, and must not be of a political nature, and must not bear a form of religious or racial extremism; to present works in Algeria that take into account the social, cultural and ethical specificities of Algerian society."
