Visa refused despite 38,000 euros in the bank: this Moroccan woman gets France convicted

This Moroccan woman, born in 1987, wished to make a short stay in France. She had submitted her application to the French consulate in Casablanca, accompanied by documents intended to demonstrate the purpose of her trip and her intention to return to Morocco.

On May 13, 2024, the consulate refused to issue her a visa. She challenged this decision, but the deputy director of visas at the French Interior Ministry rejected her appeal in turn on August 20.

The administration considered that the documents submitted to justify the purpose of the stay were not sufficiently conclusive. Above all, it believed that the application presented a risk that the visa would be diverted for migration purposes.

The Moroccan woman’s financial situation was nevertheless particularly solid. She had provided a work certificate from the Manpower agency stating that she worked as a center manager for the company Fram, as well as a certificate showing a monthly salary of 7,010 dirhams, or approximately 655 euros according to the conversion used by the court.

This income was higher than the average Moroccan salary. The agency’s transfers also appeared on her bank statements, whose balance reached approximately 38,000 euros at the time of the application.

The Interior Ministry nevertheless sought to downplay this professional situation by emphasizing that she worked through temporary assignments and under short-term contracts. An argument contradicted by documents from the National Social Security Fund: these established that she had worked continuously as a center manager since February 2022.

Her employment in Morocco guarantees her return

To assess the migration risk, the administration may in particular examine the applicant’s professional situation, resources, family ties in Morocco, real estate holdings or previous trips.

In this case, the Moroccan woman was single and had not demonstrated that her parents still lived in Morocco. These factors were nevertheless not sufficient to erase her professional and financial integration in the Kingdom.

In its judgment issued on August 10, 2026, the Nantes Administrative Court considered that her continuous employment constituted a serious guarantee that she would return at the end of the visa period. The judges also noted that she had already traveled to Turkey with a tourist visa and had complied with its duration.

The applicant had also booked a round-trip flight ticket as well as a hotel in Paris covering the entire period of her stay. The administration provided no evidence showing that the declared tourist purpose did not correspond to her actual plans.

The case shows that money held in Morocco is not always sufficient to guarantee a return in the eyes of consular authorities. In this Moroccan woman’s case, it was mainly the continuity of her employment, confirmed by the CNSS, that tipped the decision.

The court concluded that the Interior Ministry had made a manifest error of assessment by maintaining the refusal on the basis of a migration risk. It therefore annulled the decision made in August 2024.

The justice system did not merely order a new examination of the file. It directly required the minister to issue the Moroccan woman an entry and short-stay visa within three months of notification of the judgment.

The State will also have to pay her 1,200 euros for the costs incurred in having her rights recognized. After two years of proceedings, her stable employment, her compliant travel history, her return ticket and her 38,000 euros in the bank ultimately dispelled the migration suspicion.
