Strict conditions for teaching in the private sector in Morocco

The Ministry of National Education has recently authorized public school teachers to give additional courses in the private sector, under certain conditions. To supplement their income, these teachers will have to obtain prior authorization and comply with a strict framework.
Mohamed Saâd Berrada, Minister of National Education, has thus detailed the procedure to be followed. Teachers wishing to hold multiple positions will have to submit an application for authorization before the end of June, then a second before the end of September of each school year. No question of going it alone: additional teaching is prohibited without official authorization, in unauthorized establishments, and cannot exceed eight hours per week. In addition, teachers can only teach in their specialty subject and at an equivalent level to what they teach in the public sector.
To avoid abuse and excessive fatigue, the ministry has also imposed strict rules regarding schedules. An interval of at least one hour must be respected between the courses given in the public and those given in the private sector. The cumulative working day, across all establishments, cannot exceed six hours. In the event of sick leave, paternity, maternity or any other absence, additional hours will be strictly prohibited.
On the side of private establishments, the number of public school teachers authorized to give additional courses is limited to 20% of the total secondary staff.
The application for authorization must be filed between April 1 and May 15 of each school year. The director of the public institution of origin will then give an opinion, taking into account the interest of his own students. He will ensure in particular that the additional hours do not encroach on the official working hours of the teacher and that his absence does not disrupt the functioning of the establishment.
