Spain and Morocco Reportedly Eyeing Co-Sovereignty Deal for Ceuta and Melilla by 2030

Intelligence expert Fernando Cocho has stated that he has discovered in reports the existence of an agreement between Spain and Morocco to establish a kind of co-sovereignty over Ceuta and Melilla by 2030.
In a recent interview with SER, Fernando Cocho assured the existence of this document which establishes a special status for the two autonomous cities by 2030-2032. "A political dialogue is necessary, because Morocco does not belong to the European Union. But with a special treaty, this should pass. And since Morocco is a strategic ally of the United States, France, the United Kingdom or Russia, we would have to see how this status would be developed," he explains.
And to add: "Co-sovereignty is a special status, a special territory or a territory annexed in a special way. This will be something politically agreed upon. It has nothing to do with citizenship. [...] Morocco’s expansionist interests do not only concern Spain, Ceuta and Melilla or the Canary Islands. In fact, they also concern half of Algeria and all of Mauritania. These are things that are done very slowly."
