The new directive imposes a precise operational protocol to compel recalcitrant owners. The procedure begins with the sending of a formal notice, granting the debtor an irreducible period of 30 days to pay off their debt. This phase constitutes the final step before the shift to legal proceedings.

In the absence of regularization at the end of this period, the registrars have been instructed to seize the president of the court of first instance. The objective is to obtain an order for precautionary seizure of the real estate concerned. The agency warns that the lifting of this seizure can only take place after the full payment of the sums due. The note also specifies that if the debtor persists in refusing to pay despite the registration of the seizure, the administration reserves the right to initiate the "forced execution procedure," transforming the precautionary measure into an enforceable seizure.
