Real estate in Morocco: Doubled prices and mandatory "black market", how developers cheat

The dream of decent housing in Morocco is turning into a financial nightmare for households. Intended to alleviate the burden on families, the direct aid program is fueling a wild speculation where the "black market" and shoddy workmanship dictate their law, emptying the system of its social purpose.

Fatima Tamni, a deputy of the Federation of the Democratic Left, is challenging Minister Fatima Zahra El Mansouri on this uncontrolled drift. The elected official is making a damning assessment based on feedback from the field: the public financial effort, instead of making buyers solvent, ends up in the pockets of speculators through illegal mechanisms.

The real estate inflation is reaching unjustified peaks in certain areas. Economic apartments, historically negotiated around 250,000 dirhams, are now priced at 450,000 dirhams or more. This price explosion, which sometimes doubles the initial stake, is not based on any technical added value. Sellers often content themselves with superficial aesthetic touches to justify these prohibitive amounts.

The situation is worsening with the generalization of the "black market". Developers demand undeclared payments, thus directly capturing the state subsidy intended for citizens. This racketeering is accompanied by a drop in quality: many new homes have serious defects shortly after delivery, violating minimum safety standards. Faced with this diversion, the parliamentarian is demanding an immediate tightening of controls and a revision of the eligibility criteria to stop this disguised rent.
