Rabat Officials Under Fire for Illegal Accumulation of Salaries and Allowances

Elected officials, including a deputy mayor of Rabat, receive multiple allowances for various positions held, in flagrant violation of the laws governing local authorities and the circular of the Minister of the Interior on the accumulation of mandates.

In Rabat, many elected officials benefit from a combination of different remuneration for each of the positions they hold, reports the daily Al Akhbar. Among them, a member of the majority who works in a development company dependent on the Rabat City Council, in return for a salary of more than 10,000 dirhams. He also receives allowances of around 3,000 dirhams from the city hall’s finances for a responsibility delegated by the president of the Rabat City Council, Asmae Rhlalou. Not to mention the other benefits, including fuel, telephone and a company car.

According to sources from the opposition within the urban commune of Rabat, other members of the Rabat City Council would be in the same situation of conflicts of interest and accumulation of allowances. They call on the mayor of the city to implement the laws in force, in particular Article 65 of Law No. 113.14 on municipalities. This stipulates that "it is forbidden for any member of the Municipal Council to maintain private interests with the municipality, the inter-municipal cooperation establishments and the groupings of local authorities of which the municipality is a member, or with the public bodies and development companies that depend on them. It is also forbidden to conclude with them acts or contracts of lease, acquisition, exchange or any other transaction concerning the property of the municipality".
