Rabat Court Orders Councilor to Vacate Illegally Converted Beach Toilets

An Istiqlal party municipal councilor was ordered to evacuate public toilets, located on the beach of Harhoura, which had been turned into a cafe-restaurant. This is the verdict handed down by the administrative court of appeal of Rabat.
In 2011, the Istiqlal elected official had obtained a transfer authorization for the operation of a cafe-restaurant for a monthly rent of 10,000 DH, as defined by the administrative evaluation commission. This was during the time of the former, dismissed, president of the Harhoura commune, Fawzi Benallal. The duration of operation of this municipal property was set at five years renewable twice by tacit renewal.
Following the recommendations contained in the inspection report of the Ministry of the Interior, the current president of this commune withdrew the authorization from the councilor. Dissatisfied with this decision, the latter brought the case before the administrative court, which dismissed him. Unsatisfied, the municipal councilor appealed, but he will again be dismissed by the administrative court of appeal.
Since 2011, the elected official is said to have taken over the public toilets built on the beach of Harhoura by the Mohammed VI Foundation for Environmental Protection, according to sources at Al Akhbar.
However, the former president, Fawzi Benallal, is said to have "illegally" ceded this "municipal property" to his Istiqlal comrade, who transformed it into "private investment". Worse, "he unduly exploited 500 m2 in addition to a vast 1000 m2 plot of land near the sea".
