Oxfam Urges EU to Blacklist Morocco as Tax Haven Amid Reform Concerns

For its lack of willingness to reform its banking and tax system, Morocco should be included in the European Union’s blacklist of tax havens, according to the non-governmental organization (NGO) Oxfam.
In a report published this week, and cited by the HuffPost website, the NGO considers that 18 countries, including the kingdom, should be included in this list, which already includes 5 countries "due to their lack of willingness to reform their tax policies".
The same source recalls that the kingdom is currently on a gray list and by the end of this year it must sign and ratify the "OECD Multilateral Convention on Mutual Administrative Assistance in Tax Matters or at least establish a network of agreements covering all EU Member States". Similarly, it must join the BEPS framework (base erosion and profit shifting) or implement the minimum standard.
In a list unveiled in December 2017, the European Union had originally included Morocco on its blacklist before removing it at the last minute after making commitments to the European Union’s experts to change its practices. Cape Verde had also been removed following similar promises.
But the list that had been published by the EU had caused controversy since many "friendly" countries had been removed from this list, which originally included 29 countries, as the European ministers had considered that they did not deserve such treatment!
