Drug trafficking in Val-d’Oise: the Morocco-based “bloc 14” network dismantled

Nearly 150 military personnel were mobilized to put an end to the activities of “bloc 14,” an emblematic drug-dealing spot located in Persan. The operation led to the arrest of thirteen individuals suspected of running a structured trafficking network supplying the entire Île-de-France region through a just-in-time system.

According to the newspaper Le Parisien, the investigation shows that the network was remotely operated from Morocco by an individual banned from staying in France. He managed the supply and resale operations, relying on local lieutenants to organize the outlet’s day-to-day logistics.

The gendarmerie group also uncovered a sophisticated money-laundering operation based in Chambly. Between October 2025 and January 2026, approximately 230,000 euros from drug sales were allegedly converted into legitimate funds through fraudulent sports bets placed in a bar-tabac.

Searches resulted in the seizure of 12 kilograms of cannabis resin, a handgun and 31,000 euros in cash. Six suspects were placed in pretrial detention pending their trial scheduled for April, while seven other accomplices had already been sentenced to terms of up to three years in prison without parole.
