MRE in the Netherlands: Hidden Property in Morocco Could Trigger Benefit Repayment
A beneficiary of Dutch social assistance who conceals a house, plot of land, or even a share of property in Morocco may have to repay an amount far exceeding the value of that asset.
Dutch municipalities are being urged to clearly warn “bijstand” beneficiaries: when assets held abroad have not been declared, they may demand repayment of all benefits paid improperly, even if that amount exceeds the value of the discovered property.

A home valued at 30 000 euros could therefore lead to the repayment of several years of social assistance, representing a much higher amount. The value of the assets and the amount of the debt claimed do not necessarily correspond.
According to the 2026 Handreiking inkomen en vermogen in het buitenland guide, intended for Dutch bodies responsible for checking income and assets held abroad, the municipality must determine the date from which the beneficiary had assets exceeding the permitted limit. It may then retroactively withdraw their entitlement to social assistance and recover the amounts paid since that date.
The Family Home Also Counts
The checks do not concern only villas or apartments fully owned by the beneficiary. A house occupied free of charge by their parents, rented to another person, or jointly owned with their brothers and sisters may also be included among their assets.
For shared property, only the beneficiary’s share is normally taken into account. However, they must be able to provide documents establishing their rights and the actual value of that share.
When the concealed assets exceed the amount the law allows a person to retain, assistance may be cancelled from the moment this limit is exceeded. Benefits considered to have been received improperly must then be repaid. An administrative fine may also be added to the debt.
The guide specifies that the beneficiary’s intention is not decisive. Claiming that they did not know they had to declare a house or plot of land located in Morocco does not prevent the municipality from finding a breach of the duty to provide information.

Moroccans receiving social assistance in the Netherlands must therefore declare their houses, apartments, plots of land, and inheritance rights in Morocco, even when these assets provide them with no immediate income. The cost of an omission may ultimately far exceed the value of the assets concerned.
