Morocco Unveils Plan to Streamline Services for Diaspora: Marhaba Operation Gets Digital Upgrade

In addition to the warm welcome that Moroccans residing abroad (MREs) receive at ports, airports, and border crossings, there is also a need to simplify the administrative procedures for them during their stay in Morocco as part of the Marhaba operation.
One of the motivations for MREs who return to Morocco during the summer season is to settle many files during their short stay, which generally does not exceed three or four weeks. A relatively short time for obtaining administrative certificates, extracting official documents, regularizing property situations, or connecting their homes to water, electricity, internet, and sanitation networks due to the administrative burden. It is therefore urgent that effective measures be put in place to simplify administrative procedures for MREs.
Al3omk proposes to create a special unit dedicated to Moroccans of the world in each public administration during the summer period, to digitize all administrative procedures, with the possibility for the diaspora to carry out many steps remotely, before their arrival in Morocco; to set up "dedicated reception offices" in sensitive services (such as local authorities, water and electricity utilities, notary offices, etc.), equipped with staff trained in good communication, and to launch awareness campaigns within the administrations to remind employees of their national duty to treat MREs well.
The website recommends the implementation of a toll-free number and a website dedicated to the diaspora, providing all the necessary information, with the possibility of making advance appointments or remotely following up on files. The platform also calls for encouraging state administrations to offer fast and high-quality services through performance indicators specific to the service of the diaspora. For the author of the article, "a warm welcome for Moroccans of the world, and the facilitation of their administrative and service procedures, is not just a one-off service, but a strategic issue that strengthens the link of this category with their country, encouraging them to return frequently, to invest and to contribute to the development of Morocco".
He calls on each civil servant and each manager to fully assume their responsibility to make the stay of MREs in their country a joyful and unforgettable experience. "The children of the diaspora are the guests of their homeland... let us welcome them well," he says. A rallying slogan.
